Desperately keeping busy - South Village
The events of New Year's Eve helped Jacob to try and ignore the changes that have left him unsettled in this place. Sadly that event was only one night, and now he's back to dealing with everything going on in his own head.
Or doing everything he can to ignore it all.
It's why he spends a lot of time in the Inn. Not only are there others around, but there's maps and notes about the surrounding area, what is out there to be wary of, and where he might continue to look for any signs of Evie, Connor, or the others that have disappeared. Certainly there's the stories of them being returned home, but he needs to know, not just rely on stories.
He spends a lot of the day in or around the Inn, though much of that is perched atop one roof or another. Not merely the nature of the assassin, but because the house is much emptier than he is used to, and spending his time watching over the village - or falling asleep late into the night after doing so without going inside - is less wearing on his nerves. It takes a bit, mapping things for himself and planning out what he might do without wandering too far in case the weather changes, but eventually he has a plan and a course of action.
Planning - Locked to Altair
Since even before Evie vanished, since Jacob had found Altair hurting from the images he had seen, Jacob has made a point of stopping by Altair's home from time to time. Now, having come to a conclusion of at least one more place to check, both for those missing as well as supplies that might help them in the village.
So used to having Evie there to talk out plans with, it actually does occur to him that maybe heading out for a few days might not be the best of ideas. Not without telling someone where he's going. So he heads over to Altair's, looking a bit worse for wear if the dark circles under his eyes are any indication.
Adventure awaits - Hike to the Rundown village, scouting there
Packing the sack his clothes were in when he arrived, Jacob sets out to the rundown village he saw on the map at the inn. Evie had mentioned other areas there might have been people when he first arrived, and he can't help but want to see them himself. Just to be certain his sister hadn't wandered there alone.
He might be used to cities, but he spends his days racing along rooftops and has a stamina to show for it. Taking his time to make the hike, planning to make it there with only a short rest overnight, and then see what he might find there and judge his return on that. No more than a handful of days, at most.

He nods though at that commentary. "There's enough here to suppose that theory," he admits. "At least as London appears, it's nothing like that. Nor any of the lands Northwest. Not that the skies vary much from one to the other," he admits. "But it has to have something beyond what is mapped in the records, and a reason no one has mapped them."

"Some of that might be because paper is comparatively scarce, here? But even with I would have expected whoever is responsible for the buildings being here in the first place to have left some sort of record as what to expect beyond the immediate boundaries of the village."
And that they'd be at least reasonably easy to find, if they'd been expecting other people to follow in their footsteps. She'll admit that might not necessarily have been the case, of course. But still, the persistent lack of any significant information itches more than she's particularly willing to admit.

And he's willing to admit that, accept that he looks at things oddly since being in this place.
"I can't figure out why they've allowed us boats if they're going to snatch us up and try and keep us here. Makes you wonder what happens if you try and leave." And then if that explains the people that have vanished as well.

"I do know that there are a number of things that seem to rather be passed around by word of mouth? At least in so far as the local wildlife is to be expected. That could be part of the reason that there isn't anything like a map, yet?"
It's guesswork and she knows it. But to be fair, the same could be said of a lot of her work, back home.
"As to the boats... given that I'm not aware of anyone who's tried, it's a good question."

He pauses at that, considering. He'd come to bring her a gift but she seems to know a lot about the village and beautiful as well.
"You would think someone might have tried. Even if they're not in the best of shape. I've not sailed much myself, but I'm considering now." And seeing just what happens if he does.

There is, of course, still no guarantee that's actually the reason, and she has, perhaps, not checked the records quite as much as she ought to have. But given that she hasn't known too many people to actually go out in search of the less friendly varieties of wildlife, it stands to reason, she figures.
"I'm not much of a sailor, personally. But it couldn't hurt to have someone make that attempt, I agree."

And it would explain why the villages seem relatively safe, though why not tell them that to begin with?
"Perhaps I can find someone with the experience and get them to do it. Save myself risking capsizing a boat with me in it," Jacob says with a chuckle.

Improbable, perhaps, at least by the standards of Phryne's era. But it's been made abundantly clear on more than one occasion that even so much the technology present in the village itself is well beyond that of Phryne's era. To say nothing of what the 'Observers' themselves might be using, although that has generally seemed to be something that can only really be guessed at, given their current lack of ability to actually make it to wherever the individual or individuals responsible for their presence in the village should happen to be.
"And I'm certain there has to be someone in the village capable of sailing a boat, to some degree or another."
Who that person might be is another question, of course. But even with the village being comparatively small she can't imagine there isn't someone who knows even just the basics of sailing.
