Although Ned had rarely uttered the words outside of conversations with his wife, he tried his hardest to make sure each of his children knew, through action and deed, how much he truly cared for and loved them all - individually, and as a whole. Such actions were not always well-received, despite his best intentions - such as gifting Sansa a doll of the same maker as Myrcella's toys.
In hindsight, he, of course, wishes he could have said it with much more frequency - but of course it is always easy to see shortcomings and areas in need of improvement when reflecting back on one's life.
