Sometimes, Peggy wonders if she shouldn't have been on the Valkyrie with Steve, in order to do better or to prevent it from going down. Sometimes, she wonders if the pain would have been easier, but then she never would have allowed herself to feel all new things with Daniel, so she knows that while it's hard to see past the pain, it's worth it.

"I'm sorry to hear that," she says. "I lost someone like that, as well." She's lost plenty more people, but only one so far that she'd been in love with. She doesn't tell Jyn that it gets better, only because Peggy knows how poorly that will be taken.
