Tommy initiating hugs with his twin is a sign of how much he's grown in the months he's been here in the village. It's not something he would've done back in New York, around other people who just know him as a hothead speedster with a record of trouble and a lack of feelings, but he's come to understand just how important the gesture is to Billy, and he's come to understand just how important Billy is to him, and vice versa.
