She had no idea how to use her powers there, and now wouldn't learn how.

"Maybe he's worried that you're SeeD and how the SeeD handles magic users may be how you view them." And yes, Rinoa knew not everyone was negative toward them, Edea herself created the SeeD, that's not what she's saying. She hadn't really discussed her own magic yet, or her feelings toward any of it, but she can't imagine it sounded very positive to an outsider.
