Aqua had tried to come at an angle where she would be seen. She didn't want to startle him and further inconvenience the person she is asking to help. Unfortunately, that's exactly what happens. A surprised gasp escapes her as the man fumbles and drops nearly everything he's carrying.

"Oh! I'm sorry! I didn't mean to startle you." A pang of guilt slices through her as she bends to help pick up what he has dropped. "Why don't I help carry this for you?" It makes the most sense to her if she carries this bundle wherever it is he's going. She is certainly strong enough to manage. Straightening again once she has picked everything up, she offers a small smile. "Where were you going?"

Maybe by helping him, she can learn more about this strange world and how its culture and rules work. It's worth a try anyway.
