It's a good place, when it's allowed to be." When it wasn't, it was a disaster, yes, but there was always potential. Just like the lot of them had potential. Hawke loved Kirkwall and she wanted it to be well as much as her friends and family.

Their limited experience with the qunari probably made them short sighted, but really knowing Varric he was worried more about a qunari near her than anything else. "He liked you and your company well, and would choose to spend time with you regardless of the Inquisition." Varric was a social dwarf and could talk with just about anyone, but it didn't mean he wanted to. And he purposely didn't put himself more on the line with the Inquisition. He was there for a job, not to make friends.
