He doesn't live in the inn, and spends long portions of his day either fishing or doing repair work on one of the boats he'd discovered, so most days he's maybe at the inn for a few hours as most. So sometimes he misses things, like arrivals. Or, as the case may be, re-arrivals.
He comes into the room not through the front door but through the door from the kitchen, where he dropped off some fish for the lunch meal. Usually after he leaves the fish at the inn, he sticks around for awhile to take a break, see if anyone he knows is there, find out if there's some other way he can help. And today's no different. When he comes into the room and spots a familiar -- if previously missing -- face, he gives Rose a smile. "Welcome back."
