Weather control is a little out of Elena's technological experience, but she knows better than to not believe things can exist. Even if they could somehow gain control over it, which they never would, it would feel strange. Changes in the weather felt normal, and Elena can only lose so much more normal before she's sure she'll go crazy.

She hasn't found her limit yet, though.
