Even despite the blue hair, Picard reads the gesture as one that's at least potentially bashful. After all, it's not anything he would consider to be something that needs justification, and even if it were, the color of someone's hair doesn't mean that the person in question shouldn't be allowed to feel whatever they should choose to, as far as he's concerned.

Still, it's not precisely a topic that he's even so much as aware that she happens to be thinking about. And given the question she does eventually ask, there are other things to do besides.

A pause and then he continues on.
