Falling into step with Ned, Steve nods. "I agree." And he did on all accounts. He had been part of Naval Intelligence for five years and understood how it worked and the reasoning behind 'need to know'.

"It's a tricky balance. What information needs to be known and what doesn't. Knowing too much or not enough can both be problematic." He thought about that a moment and then shook his head. "At the same time, when it comes to directly involving myself, I believe that I have a right to know." Having secrets kept from him were a large part of the worst moments of Steve's life. Not knowing why his father had abandoned him and his sister had emotionally scarred both of them. Earlier this year he'd been tortured because others believed it kept him safer not to know all of what was going on. They had their reasons keeping the information from him, but had he known, he would have made better choices himself and handled things much different.
