In Picard's experience, members of the Admiralty can be... somewhat hit or miss in regards to how well they remember how to be diplomatic. Or even whether or not they manage to still be decent people, after getting so thoroughly involved in the politics of Starfleet - there are very good reasons he hasn't yet accepted a promotion, for all that the Admiralty have been after him to for a while. Still, it's not directly relevant to the situation at hand, and he's not aware of Steve's assessment of him anyway.

"Perfectly aware. However, while we're aware of the Observer's existence - if only loosely - no one has directly encountered one. As such, the possibility does still exist that they might not be human." He pause there, for a brief moment. "As to where we are... it does seem to loosely match to Earth. Although to the best of my knowledge it's never been definitively identified as ay specific location."

And while he has spent some of his life on Earth, he's been away more often than not - enough so that he isn't likely to be of any particular assistance on that front.
